ADEME supports and mobilises all stakeholders: citizens, business stakeholders, territories and researchers in order to accelerate the ecological transition. Our approach includes advice, financial support, territory certifications, publication of guides and training.

Local authorities, spearheading the ecological transition
In touch with local realities, we support local authorities in their climate-air-energy, circular economy and planning & development strategies through a number of programmes and certifications. The goal is to help them to become sustainable, attractive territories that are leaders in eco-responsible behaviours.

The SARE programme (Energy Renovation Support Service): €200 million over 3 years to support citizens in renovating their homes
ADEME runs the SARE programme (Energy Renovation Support Service). It aims to massively increase the number of efficient renovation works in buildings for individuals and professionals. It involves information and support actions throughout the territory.
The SARE programme is co-funded by Energy Saving Certificates (ESCs) and by 26 volunteer local authorities: the Associate Holders. It is linked to the deployment strategy of the “France Rénov’ ” network of advice centres, run and managed by Anah since 1 January 2022.

The “Territory committed to the ecological transition” certification
Through this programme, comprising of two labels: Climate-Energy-Air (previously Cit’ergie) and Circular Economy, we provide support to local authorities and to EPCIs (public institutions for intercity cooperation) in the management of their actions in terms of renewable energies, sustainable mobility, responsible consumption and energy performance of buildings. Following a pre-diagnosis phase, it is time for action, and ultimately, the awarding of a label.

Helping micro-enterprises and SMEs to commit to the ecological transition
In order to amplify the move to action by economic actors, ADEME has developed technical, methodological and financial systems intended for micro-enterprises and SMEs. For example, the “Diag Eco-Flux” with Bpifrance helps micro-enterprises to quickly achieve sustainable savings, by reducing their consumption of energy, materials, water and waste production.
Eight new schemes, such as Green Loan, were launched in 2020, in partnership with Bpifrance. In addition, the “Coq Vert [Green Rooster]”, the network of entrepreneurs committed to the climate, promotes the ‘Volontariat Territorial en Entreprise’ programme, a national scheme to facilitate the recruitment of young talent in SMEs and intermediate-sized companies.

Giving individuals the means to act
The transition also involves raising awareness and changing people’s behaviour. In all aspects of their daily lives, we make it easier for individuals to take action and help them in their decision-making, for example, in terms of energy renovation, the choice of green electricity or digital habits… We provide them with practical guides, directories of contributors, events in partnership, etc. We also encourage the development of citizen projects.

Our training catalogue to support the move to action
ADEME Training is intended for professionals employed by local authorities and companies to support their upskilling on the ecological transition. In conjunction with our partners, we offer a catalogue of very concrete training courses, for example on the circular economy, the local industrial economy or the support for behaviour change.
