Résumé : Smart electricity systems (see box) arise from the convergence between electricity system technologies and information and communication technologies (ICT). They refer to a set of technologies (components, electrical equipment, software and communication methods) integrated into the electric system and the strategies for managing this complex system. Such a system can also be defined in terms of the functions it fulfils as 'a network that can intelligently integrate the actions of all users connected to it - generators, consumers and those that do both - in order to efficiently deliver sustainable, economic and secure power supplies'3.

This involves making the system more 'intelligent', with necessarily greater communication, in response to the challenges of our modern societies, particularly with regard to the environment, the development of renewable energy and decentralised energy generation, security of supply and access to energy. This means that smart electricity systems have to meet several needs: anticipating growing penetration rates of variable renewable energy sources, energy efficiency of the system, integrating new electric 'objects' (electric vehicles, highly energy-efficient buildings4 etc.), increasing the reliability and security of the power grid, optimising existing and future investments and the associated operating costs.

The roadmap relates to the whole smart electricity system value chain (see box). It is not limited to the issue of technological obstacles and priorities, either in the transmission network or the distribution network; its thinking covers technical, economic, regulatory and social developments and changes equally, whether they are imposed, requested or permitted within the deployment of these electricity systems.
