Résumé : Although energy use is the biggest contributing factor to climate change, 1.1 billion people around the world still don't have access to electricity and 2.8 billion people don't have access to safe and clean cooking equipment, especially in Sub-Saharan Africa. The fight against climate change in those countries is thus closely linked to development issues. A number of international coalitions were created in the last few years in the follow-up to COP21 in order to meet this challenge.

As part of this initiative, the first summit of the International Solar Alliance (ISA), launched by India and France during COP21, was held on 11 march 2018 in New Delhi in the presence of the French President Emmanuel Macron and the Indian Prime Minister, Narendra Modi.
