  In Marrakech: fulfilment of the Kyoto Protocol

The climate agreement signed by 167 countries in Marrakech on 10 November 2001 paved the way for the ratification of the Kyoto Protocol. In view of the American withdrawal from the Kyoto Protocol (in early 2001), it required a commitment from Russia and Japan in addition to European Union member states and Central European accession candidate countries. All countries reached agreement on setting up a body of independent auditors with statutory powers regarding the respect of commitments. The executive board of the Clean Development Mechanism (CDM) was also set up and its members elected, thus enabling immediate start for projects involving southern countries. Governments, in ratifying it, must now incorporate their political commitments into national law and adopt national policies to match them. Social acceptance of an ambitious policy to combat greenhouse effect requires getting the general public and policy-makers alike to understand that success depends on efforts made by everyone.
