This report gives the State of affairs in the End of life vehicle (ELV) sector in France in 2015 based on the evidence gathered via the ELV Observatory, during the reporting period from 1 February to 31 March 2016, supplemented by elements of qualitative analyses from the sector's stakeholders.
As of 2005, ADEME has implemented the monitoring of the ELV sector by creating the ELV Observatory as part of the implementation of the Decree of 19 January 2005 concerning the communication of information relating to the placing on the market of cars in France, to clean-up operations, and to the processing and crushing of ELVs. The goal is to track the performance of the ELV sector.
A unique new website named SYDEREP (Système Déclaratif des filières REP: www.syderep.ademe.fr opened in 2014 and collates all registers and observatories for the following waste circuits: electrical and electronic equipment, batteries, fluorinated gases, used tyres, scrap vehicles and waste furnishings.
The ELV observatory is designed to collect data placed on the market concerning new vehicles and treatment of ELVs to track industry performance in terms of the reuse, recycling and recovery of end of life vehicles. These data are produced by vehicle marketers in France (manufacturers, importers), authorised dismantlers and shredders in France. Based on the analysis of these data, ADEME publishes an annual report used to monitor the ELV sector in France.
